Mary Rose licence decision made after ‘large-scale disorder’ incident

A Scunthorpe bar has lost its premises licence after “large-scale disorder” last month.

The Mary Rose in Frodingham Road had its licence temporarily suspended after disorder at the premises on the night of Saturday, September 7. Humberside Police applied for its licence to be fully revoked because of the “serious disorder” that had occurred.

At least 11 men have been charged in connection with the incident, and appeared at Grimsby Crown Court earlier this month. Despite representations from the premises licence holder, North Lincolnshire Council‘s licensing sub-committee (activities) agreed to revoke the licence.

“Less punitive measures were discussed extensively” it is stated in the decision outcome. But councillors did not feel these were sufficient to promote crime and disorder, and public safety licensing objectives.

The sub-committee viewed the violent incident as “extremely serious”, with weapons used during the disorder. The premises licence holder’s legal representative stated he did not have any involvement with the day-to-day running of The Mary Rose.

This was also evidenced by an extract from the licence holder’s lease with the lease holder at The Mary Rose. This stated the premises licence holder would have no involvement “what so ever” in its management.

The legal representative also set out steps the licence holder would take concerning The Mary Rose in future. Councillors were not persuaded from revoking the licence, and found “deeply concerning” the leasehold clause removing the licence holder from management of the bar. The licence holder has three weeks to lodge a court appeal.

Humberside Police’s application and supporting evidence for the review has been mostly redacted. This is because the force requested to not publish papers so as to not prejudice “any pending court case and ongoing investigations”.

Police were called to the bar on the night of September 7 after reports of disorder between a group of people.
