Anti-social behaviour rules to continue in Scunthorpe and Brigg – with new restriction added

Bans on town centre cycling, street drinking, begging and other anti-social activities have been renewed in Scunthorpe and Brigg after residents “overwhelmingly” responded in favour of maintaining restrictions.

Meanwhile, a new rule will require dogs to be kept under control or on a lead in public places, a measure supported by more than 90 per cent of respondents.

The council has been enforcing a public spaces protection order (PSPO) since 2021, issuing £100 Fixed Penalty Notices (FPN) to those involved in activities that negatively impact on others. If the fine is not paid, the council can take individuals to Magistrates’ Court.

The current PSPO was set to expire at the end of October. Cllr Rob Waltham, leader of North Lincolnshire Council, said: “The vast majority of residents told us they value these protections and want to see them continue. We have handed out hundreds of fines to people who act inappropriately and ignore the rules, causing problems in town centres, creating nuisance and blighting our communities.”

Cllr John Davison, cabinet member for community wellbeing (urban), added: “These things have a massive impact on people’s lives and their enjoyment of where they live or shop or visit. We make no apologies for fining people for behaving in a way which shows a complete disregard for others.

“The PSPO also gives officers the ability to fine people who put theirs and other peoples lives at risk by ignoring advice to get out of open water this will target people who disregard the warnings of the dangers of Ashby Ville Pond.”

The expansive new PSPOs empower council teams and partners, including Humberside Police, to tackle various issues head-on. This includes a ban on riding bicycles or motorised scooters – excluding those meant for mobility – in areas of Brigg and Scunthorpe.

Meanwhile, public drinking or possession of open alcoholic beverages is strictly prohibited in specific areas of Scunthorpe, with the exception of Kingsway Gardens, Central Park, and premises licensed to sell alcohol.

Brigg and Scunthorpe have also imposed restrictions on loitering or begging activities considered harassing or likely to cause alarm, distress, nuisance, or annoyance to any individual.
